Is a floppy comb during molting normal?

My rooster is about a year and a half old and is having his first molt. Its not as bad as his brother's but still pretty bad. He's several weeks in to the molt and just since this morning part of his comb flopped over. I expected pale and dry but not floppy, is this ok?

I'm sure he's okay though.
