Is it a rooster or a hen?

I have 3 speckles sussex. Their about 9 weeks old. :)One, I know for sure is a hen.

Another one, I'm 95% sure is a rooster. He has a red comb and has a red wattle (the other two have whitish pink combs and no wattles at all even thought their all the same age). He also has iridescent feathers on his back. However, he has no tail feathers yet. I don't understand why.

The other two have tail feathers! So, I guess thats my question.

What would be the reason that he has no tail feathers yet? Is something wrong with him?

Or do roosters grow tail feathers slower than hens?
 
This probably wasn't the right page to post this on. Sorry, I'm very new at all this. Posting stuff and chicken stuff.
 

you can see he has no tail feathers, what you can't see is all the pin feathers under his wings and that his head is still cover in his baby fluff. I'll post the other pic so you can see his face. I'm sure he's a "he" cuz every time I pick up a hen he gets mad and comes after me!

And this is Houlihan, she's may favorite baby:D she's maybe one day older than Quasimodo and she has all her feathers and looks like a small chicken.
