Is it legal to ship birds in your state w/o being N.P.I.P. certified? I am not yet certified so I can not ship nation wide. But I was wondering if I could practice just shipping in my state until I am certified?
Any help would be appreciated.

You should be able to ship within your own state just fine, but why would you want to put a bird through the stress just to try it out?

You do not necessarily have to be NPIP certified to ship out of state either depending on what your state rules are. I shipped (and many ohter people I know in CO) have shipped for YEARS to other states without any NPIP. My state is not a CLEAN state and so in my state, testing is optional. The state vets office prefers birds coming in to be tested but no one checks on this. You can show here from a different state as well without having been NPIP. A clean state requires NPIP papers to ship out and ship in I believe. So far only one or two people I have ever ship to have ever required NPIP certifications with their birds and I have shipped a lot of birds. I got NPIP certified about 4 years ago. Now I am supposed to only purchase birds from NPIP flocks, which I do, but no one ever asks for documentation of those purchases when they come each year to test my birds.
I know TX is a very strict state on NPIP, thats why no one from out of state can show there.
 
I've shipped birds many times and haven't had NPIP even tho my flock came from NPIP breeders.

Ship birds in fall, winter and early spring is your best bet and less stressful.
