Because it came from a feed store and therefore a hatchery. It's hatchery quality. Quite a few hatchery d'Uccles don't even have beards. Just like quite a few hatchery BC's don't have the foot feathering of even a Marans.

He's probably meant to be a Porcelain d'Uccle, but he looks like he's clean faced, so that would technically make him a Porcelain Booted bantam.
