Is this a Bantam Frizzle?

Hi, this little guy is Nugget.
My boyfriend’s brother got nugget and nine other assorted chicks back in April. (He didn’t have them sexed, dumb I know, but we just call him a he)
He’s a bit behind the others in maturing and looks greasy. We thought maybe he’s malnourished or needs more dust baths, so we tried both routes, but he’s still greasy looking.

My good friend suggested that he could be a bantam frizzle?
While he didn’t look like the bantam chicks I’ve seen, he’s got the size and feathered feet and I trust my friends judgement.

What are all of your two cents on him?
