Depends on your location. Best to contact DNR as they are the ones that will be able to give you the info, and it won't be second hand.
 
I don't intend to raise any, just want to keep these as pets, especially since I don't know their age. I doubt I need any type of permit since I'm in an unincorporated area.

I'll be building a fairly large cage and will watch for any aggression. I raised hookbills in the past so I understand how vicious birds can be.

Coturnix quails are not native to the US, Therefore you dont need a permit to raise them
But yeah you should call your states Fish and Game department just to be on the safe side!
