Is this a Chicknea/Guin?

We are new to raising chickens, but this chicken always seemed different than the others. He/she, (we think it's a roo, it crows but sounds different) has feathers that stick out from the face. We bought a mix of RIR's and then multiple others and we think it came from the other mixed batch not the RIR. Just wondering what breed you guys might think this is.

X3 on the Easter Egger. He is a pretty boy. The cheek puffs /muffs and beards are common with the EEs.
