Is this a Duck Flea?

I’ve noticed these little guys around my Pekin’s eye. Are they fleas? It’d be good to know, that way I’m sure that the treatment I’ll be doing will actually work.
I plan on cleaning his coop, spraying paraffin, and applying poultry insecticide powder from TSC around his head. Another problem arises because I’m unable to actually get this near his eye where he’s worst affected. Advice on this would be much appreciated, too.

Aww poor girlie. Not educated with ducks (or parasites for that matter) but i hope she gets better soon and those nasty things go away.
