We don't have any roosters but our eggs have that little white dot. So no it's probally not.
When an egg is still in it's shell, turn on your phone flash light and put the egg on top of the light if you see little red blood vessels then their is a chick inside.

The blood vessels only show up after a few days of incubation, and I (am assuming) that the OP doesn't have a broody at the moment.

Thankfully. Or there would be a lot more people squeamish about eating fertilized eggs.

The white dot in unfertilized eggs is normal. It's the bullseye which is determining that it's fertile.
