Is this a roo?? 3 month old road island red

I need help with one of my chickens I have a group of hens there a little over 3 months old and the road island red is looking and behaving rather Rooish she’s my only RIR so I don’t have any thing to compare her too, but pretty sure she’s a he and I’m in denial. also has been making a urrr urrr ur ur noise that isn’t quite crowing but sure sounds like it’s getting there
No Spurs but little bumps on the legs where they would be

Definitely a cockerel. Both males and females can grow spurs by the way, so that's not an indicator
