Is this a Welsummer or something else?

We were given this rooster by a friend after wild animals cleaned out her hens. He is a beautiful, sweet tempered rooster. She was not sure of the breed. Agree doing some searching, I'm pretty sure he is a Welsummer but wanted to check here and see what everyone's thoughts are. Sorry it's not the best picture. I wasn't able to get one while he was outside today.

He looks like one to me. The colors are right.

For breed ID purposes, natural lighting and the bird standing work best. Yes, he's the right color for a Welsummer, but so are a lot of other breeds.
