Is this frostbite?

At the risk of sounding stupid, I have two Buff Orps with black tips on their combs. They've been this way since last winter. I assumed this was frostbite. I noticed today the black tips are now swollen and their eyes are swollen almost shut?? Plus little black spots in the exposed "skin" on their faces. Is this more frostbite occurring (below zero temps here) or something else?

Usually when the combs get frostbit the black part will fall off when it starts to get warm.

Well, it could be a couple different things. If it is super cold and they got frostbite, that can cause comb to swell. Well, that swollen dark red comb looks yummy to the hens so they peck at it and, their wattles and faces. The other problem, with the eyes involved, could be disease of some kind like fowl pox or something.
