Is this Roo behavior?

I have 3 EE, 3 BR and 4 SLW- they are just over 3 weeks old.

Today I let them out of the coop and one of my EE was showing some major dominance with the other chicks. This typically has been my smallest chick from day one- but now seems to be getting equal in size. Been sticking his/her neck out long- standing up real high- pushing chicks out of his/her way - getting right into the face of other chicks in nearly a stand off pose. He seems to be very "bossy"

I physically do not see any signs of a roo yet- although we are really early still. The coloring is very different from my other two EEers- this one is much more light. I was hoping it was a hen because I thought she would be so pretty with her light colors- but I specifically ordered *2* roos with this shipment- still always a surprise! And I did order one EEer roo.....

Do these things sound like an early roo behavior?
 
At that age, I've had both sexes act that way. Its not a dead give away yet

How is it feathering in comparison to the others. Slower? Faster? What does the tail look like in comparison?
