Is this Welsummer a rooster?

This Welsummer chicken is 10 weeks old, and has started to do a bit of crowing in the mornings. Pretty sure it's a rooster, but I am new to raising chickens, so I thought I would check with the experts first. We live in the city in Colorado Springs, so we will have to find a new home for him. What do you think, BYC?

Can you get a shot of the breast? A female will feather in salmon/brown, a male will feather in black. Yours looks like a roo from the comb and wattles, but the chest would confirm for sure. Crowing is usually a good sign too ;)
