italian quails

hi i got 8 italian quails eggs they are all full 4 or 5 of them are rocking back and for . its nearly day 19 and they still havent pipped can anybody tell me why please ?
 
have you run at lower temp? did u calibrate thermometers?

thanks sally for that , my temp have stayed the same but i knw my humidity have been varying from 43 to 46 wud that make and different . its day 19 naw and still knw sign of them pipping yet :( , but they r still rockin about .
