That's definitely a cockerel, Chic. But - bear in mind that females do get little bumps in the spur area as well, and ALSO sometimes actually grow long spurs like males. I don't think it's super common, but I know of a few folks (BYC members) off the top of my head that have hens with very long spurs.

Oh - as far as him not crowing - I'm sure he has the ability, but being the beta male, the alpha would more than likely now "allow" him to. They will often peck the beta males - HARD - when they crow, so it may be that he's just not allowed. Which is also why he's getting along well with the alpha male.
