You could just explain that Sanga flies to the owl council and brings Sabio to them. Then you can decide whether they find the owlets real parents, or they don't, and what to do with it after that; either Sanga can keep it and care for it like a foster mother, or you can say that they put it up for adoption for other foster mother owls to volunteer to raise. It's your choice what you make the story like for your characters.
