I don't get how after all the information given... people are still talking about humans eating horses as a viable option?
There will never be FDA or USDA approval of this meat for human consumption. At least the people dealing in food safety are capable of understanding the fact that it isen't safe.
The dogs that might be eating this meat in their kibble, will only be the ones being fed sub-par brands loaded with corn and other fillers anyway. Since now many more responsible pet owners are feeding better brands without the fillers, ones that use approved meat fully listed in the ingredients label, it's not going to be an issue for them either.
I think other countries do not buy these animal carcasses and wait for them to be shipped to their country loosing freshness, then toss them on the table at an expensive restaurant... they probably have their own herds for a local, fresh source.
So... no matter which country the killing takes place in, the bodies of these horses will only be feeding the dogs of other countries anyway. And those owners that don't care what their dog consumes. Like
pesticides
Where it ends up is not the important part of this argument anyway. The way these horses are dealt with before, and during the slaughter process IS the important part. Go ahead and shoot your unwanted horse yourself, then feeeze the meat and feed it to your dogs. That is OK by me.
Send it to a commercial slaughter house, with a long, scary, packed trailer ride (no matter which country or state its headed to)... feeling the panic of all the other horses around it... which horses feed off of each others fear, by the way, for those who didn't know.
So it can smell, see, hear the death of other horses, long before it becomes its turn. That is not OK. And it is not justified by anything.
Theres a good deal thats not humane about that slaughter process. Considering the sensitivity of the senses, and the strength of the fight or flight response of a horse. It does not compare to a cow, or a pig, or a sheep. I don't believe that anyone saying otherwise has had much experience with horses.
It's time people take personal responsibilty for their animals... ITS ENTIRE LIFE! That includes giving it a kindly end if, you can no longer feed it, can not re-home it, it is a danger, it is ill. The owner of that animal is responsible for the animals end, just as they were responsible for its beginning.
If they can't find it in themselves to make it happen in a humane manner.... I hope they are treated better when their time comes.
