Yes, I've seen it first hand with my Bostons. Switched foods and the tear stains were either greatly reduced or gone completely. Could be an allergy causing their eyes to water.
Sorry for revisiting this topic, but I wanted to show these photos I found of my Boston before and after switching to a higher-quality food. Notice the tear stains are half the size!

Sissy on junk food (I think it was either Kibbles 'n Bits or Gravy Train) vs Sissy on Diamond Naturals.

I know this isn't proof that the food was the cause, but a similar thing also happened with my current Boston, Dorie. Dorie was constantly squinting and her eyes were red when she was on Purina food (with corn in it) and now her eyes look great.
 
Any fun ideas of things I should do with her on a rainy day?
Puzzle games! Hide and seek is a favorite here! Sometimes i hide and they find me other times i hide toys or treats!
Since she is a puppy taking a towel and putting treats in it then wrapping it up. Also muffin tins are good puzzle makers to.
I sometimes take cups and put a treat under one and put a bunch more out then they find the treat.
There is a lot of great puzzles you can buy or make.
If you have a hallway you can teach her fetch.
Also training!
