Light Brahma pullet or cockerel?

This is Pikachu. (my daughter named him/her). I thought it was a cock but now I'm almost thinking it's a pullet. The hackle feathers are really the only tell I have at this point and nobody in my family has any idea. We got Pikachu about a week after mothers day, so he/she is about 7 weeks old. I don't have another light brahma to compare to because all my other chicks are barred rocks. My daughter just wanted a yellow chick. Lol

Shame Pikachu didn't stay yellow....
I don't mind either way honestly, I'm just curious because it's hard to tell with them. I don't see any saddle feathers yet, but Pika is still young.

And honestly the color change happened so slowly that I don't think my daughter even noticed. Lol🤣

I'm pretty sure I'm able to keep him. The only thing it says on my cities website is that chickens aren't allowed in a sub division. My dad said he talked to a few people from the city and they said having chickens is no problem. They didn't say anything about hens or roosters. If not, I'll make chicken diapers and keep him in the house cause my daughter would CRY if we had to get rid of him. He's so sweet, and calm and he doesn't peck us.
 
Comb is quite red, but I wouldn't give up on it being a hen just yet. Could you update in a few more weeks?
What age is it?
I'm leaning rooster if it's roughly the same age as the previous Light Brahma.
