Looks like a Roo? No crowing? We are really confused?!?

19-20 weeks old From TSC
No Crowing
Small Spur growths
No Mating
Similar in size to same age pullets that have been laying brown eggs for 2 weeks, never seen in nesting box.
Larger Comb than same age pullets
 
We had 2 California White hens that looked just like that. They had really big red combs and wattles, even though they were hens. They laid lovely white eggs. I was afraid they were roosters at first, but they started laying around 4.5 mos. They were the same age, and one of them developed the red comb much earlier than the other. Eventually, they looked identical.
 
Could pass for a White Leghorn girl, though mine are bit slimmer. The hens have big combs/wattles. Also someone mentioned White Rocks, the coloring matches for that too.
Doesn't really look like a roo to me, has a girly tail and shape. With that face though, cross your fingers for eggs!!
