From speaking with my friend at the USDA who was in California going door to door for 3 weeks when the disease first broke out, birds that test negative for New Castles disease are not euthanized, birds that test positive for New Castles or show signs of having the disease are humanely euthanized. If a USDA worker comes across birds showing symptoms of disease while going door to door they are finished for the day, even if this was the first house they went to.So do they euthanize even if they aren't infected?
