And if this disease is allowed to become endemic, there won't be much point in having BYC because it will become too much trouble or be too expensive, etc

What evidence do you have for that claim? Is it too much trouble and too expensive in areas of the world where it is endemic?
 
Under the subtitle "Geographical Distribution", is this direct quote: "Virulent strains of NDV are endemic in Mexico, isolates detected typically belong to the class II, genotype V viruses"...

I saw that. Virulent doesn't mean fatal, it just means "causes disease symptoms". For example, flu is virulent, but it rarely causes death.

From this we can infer that non-vNCD (i.e., most NCD) is asymptomatic, i.e., produces no symptoms.
