Losing feathers?

Our 9 week old male duck is losing feathers. Appeared to be fully feathered and now has these patches of fluffy baby fur. Any idea what could be going on?

how is the skin in that patch? is it red or inflamed? have you searched carefully for any kind of parasites like fleas or mites?
could any other birds/ducks chickens have been picking on him and pulling feathers out?
ducks normally go through a molt at around 15 weeks old so 9 weeks seems too soon for it to just be a molt . was that gray color fluff the same color he was as a baby?

It doesn’t look red or inflamed, just very fluffy and about the same color (a little darker) from he was a baby. I will check for bugs but we have two other ducks with no issues and they are always together. He doesn’t appear to get picked on, they all seem to get along
