If an animal is close enough to injure me I will kill it dead, go to the hospital and document my injury. I would then bury said animal without telling anyone.
Hawks , I cover my pen, scare them off with blanks (I don't kill raptors), everything else is covered with a very hot wire dukes dog proof, conibear 330's and "have a heart". Securing their area goes a very long way. My chicken lady comments on how my pen and coop are like fort knox and that the fencing and hot wires on the coop are wild. I stand by my loss record.

Conibear should be used wisely, if your neighbor has dogs or you live in a subdivision this isn't the tool for the job. It kills what walks in. none of those are release traps.
Personally I would move out of california for my own reasons but there are game laws in each state. I bet DNR in wyoming or montana is a bit more helpful than in cali.
