That's not unusual...I have lots of sales with amazing results and others who get really mad and tell me my eggs are infertile...
Not developing doesn't mean infertile. It means they aren't developing for one of a number of reasons.
I don't argue, but I will replace once for the cost of shipping. I'll then consider future sales thereafter on an individual basis.
It's hard to be firm when someone pays a lot for eggs, and I've been on the losing end as a buyer, too- but it's not good to have to lose the potential income of the eggs you give away. It's very frustrating.
