Better to be safe than sorry. I'd make sure you had enough water for several days for the animals. Granted with several inches of rain possible there will be plenty of standing water around but it may not be fit for consumption. As for the city water folk you shouldn't have to worry about not having any. Losing power shouldn't have any affect. Wells in the other hand rely on power to run the pumps. No power no pump no water.
Extra batteries and working flashlights are a must. Even if this storm doesn't hit us hard another storm will at some point. Same goes for the non-perishable foods. Might as well have them on hand.
Other than that just move anything that the wind can blow or tie it down securely. Expect that things will get very wet. But it will dry out eventually.
We shouldn't see any snow from this either since the storm is tropical in nature and we are for once on the warmer side. People in West Virginia though are expecting heavy snows. Not sure why but my guess would be because they are on the western side of the storm and the colder air to the north and west will be just cold enough to produce snow and not rain.
