we used a handheld "bark control" unit to help reduce the barking of our dog. it emits a loud tone when you push the button. every time he barked when we didnt want him to I would yell 'no' when pushing the button. after a couple days he barked alot less. of course now that we have birds in the house (that the noise drives nuts) I cant use it for reinforcement. I have tried using a small spray bottle of water and spray him when he doesn't stop barking on command and that works reasonable well.
my guess though is that after some amount of time your neighbor dog should just stop on his own, or mostly anyway. once he recognizes the chickens as a 'natural' part of the surroundings and not a threat or something to be concerned about or so warn the 'pack' about. how long has he been doing it? I cant remember any of the dogs around as I was growing up barking non-stop like that over the chickens, they all eventually just accepted them as 'normal' and mostly ignored them.
Sad enough this is his second summer here next door- he never stops, he runs the fence and barks until he is hoarse. It is not just my chickens, it is us, my dogs, my kids- anything. He never stops. Until they take him in the house- and then he is so wild in their house, they put him back outside.

conveniently when I have a ton of backyard work to do out there. He knows who we are, and I have tried being his buddy through the fence...I have given him great big beef basted bones from the feed store to keep him quiet, but he saves them for when we go in or dark or something because he just keeps on barking and running the fence. I want to buy those bark-activated sound emitters but I dont think my dogs would appreciate it. Dunno if the chickens can hear them or not, but I do have a couple loud hens that need to have those citronella spray collars or shock collars on them, too..
I got TONS of yard work done today. In fact, the yard clean up IS done. Time to seed, till and plant but otherwise done done done...
It looks clean and neat, and I cleaned out my flower beds and mended the fences around them and fixed the hardware cloth that covers the split-rail to keep the chicken yard seperated from the backyard. My hands are cut up but now I can work on duck projects- going to make an area for them and some type of pond/swimming hole for them.
