I wouldn't be surprised if you needed a license or permit for this sort of thing. You might want to look into it.
Since it’s a new sport and hasn’t gained any popularity yet there are no laws agianst or about owning a mink. It’s not mentioned anywhere. Technically I can own a mink without breaking the law since there are no laws agianst it, I’d just keep it quiet.

UPDATE: i buried the trap down into the ground up to the top and put in a slope to the entrance, I ensured that the trap could still function and I put mud and sticks and leaves around and on top of it. I set the trap and have a dead mouse as bait. The trap is located along a game trail leading away from swamp/pond and going towards the chicken coop
 
Will mink kill all rats? Or just the one they plan on eating?
The mink would kill all the rats it could and “cache” them back to me or just keep hunting and kill as many as it can. The flushed rats would be trapped in a fence/enclosure where I’d shoot them with a pellet gun or theyd go back into the hole and get killed.
 
What do you use as bait? What about trap placement?
well for bait i use fresh fish. and it worked great caught one mink in less then 24 hours of the set. now for traps i use a 120 conibear knocks em dead. but if you want them alive i would go with a havahart cage style trap, mink are not like weasels (which like dark boxes) mink like to see through.
