Month old chick still with down

We have three 4/5 week old chicks one has down still and its siblings have feathers
it also has no claws on the middle toes, this is no injury it is a deformaty, anyone any idea what is going on
 
sounds like lack of feathers -still in down is what i c.all : slow growth gene(not sure of actual name) i see this mosty in black or blue cochins..so far everyone of mine turns out being a rooster.
 
Thanks for that, looking at this chick yesterday looks like it will be rooster, do the feathers grow or is that it, its such a little characher, best of the brood

feathers will grow normally just slower then others. as far as ive seen they do not require extra heat or anything special..alot of times will notice it grows faster - taller then hatch mates..which if they are roosters would make sense in being taller. i have a hen that hatched off 13 babies...tsk tsk tsk...10 all have this..meaning 10 roosters..???? LOL ....anyone needing some roosters ????
