Mother pigeon sitting on one baby only

i have a pigeon nest in my balcony. With two baby pigeons. Mother pigeon today is sitting on only one baby and the other is breathing heavily. It’s too cold here and should I intervene or is it alright?
 
You can. I have. Get them in a brooder and warmed up. Get some KayTee Baby Bird Food. 'til then you can hard boil some eggs and mash 'em up and feed 'em that.
 
They are wild pigeons. I want to know is it ok being like that? Is it normal? Or the mother is ignoring? What’s the problem?
 
I would not intervene. It is not a pigeon in your loft. The pigeon may fly away and both squabs will perish. Mother pigeon knows better than you on how to raise her babies. Feeding tiny pigeons requires skill, and proper feed. It is not like feeding baby chicks. I tried feeding baby pigeons INSIDE my loft due to being rejected by mother. I HAD NO SUCCESS.
I DO NOT KNOW WHAT PIGEON IS THINKING. MAYBE MAMA PIGEON HAS ONLY ENOUGH CROP MILK TO RAISE ONLY ONE. :idunno
