The bottom of that cage is not comfortable for their feet. That might be why they are complaining. Can you put newspapers in the cage to give them something solid to stand on? But newspaper is slick and can cause problems with their legs so it's best if you can cover it with some kind of wood shavings, preferably pine (not cedar, it's toxic to them).

If you can find wood shavings that'd be best, or even dead leaves will do in a pinch. Many people myself included brood chicks indoors with no issues so I disagree with that being a major concern (yes, there's some risk but as long as you have good ventilation and keep things clean I don't consider it to be a major risk unless someone in the house has some sort of breathing condition) but I do agree with getting them outside as soon as possible as chickens are much happier outside and chicks are indeed messy.
