Polycarbonate roofing panels cut easily with scissors. No foolin!
Metal panels either you use a skilsaw with appropriate blade (and good ear protection, and admire all the sparks!), or rent one of them power 'nippers' things, or do a rather raggedy job with the biggest heaviest tin snips you can buy (which is actually what I've usually done when I have to cut metal panels, but it is not really the best option)
Actually the smartest thing is to design the roof to use a full 8' or 12' length of panel, not only is it more economical b/c no waste but it is also obviously the lazy person's dream LOL
And you can finagle width issues by overlapping more than one 'overlap' if that will come out more appropriate to your structure's dimensions and you don't feel like making lengthwise cuts.
