I would be very worried. If the dog isn't gotten in hand someone else could be bitten, report it, and eventually cause the dog to be put down. I'm sure he's a very good dog, and something bad happened to him. I honestly don't know how to correct it, but I know that the authorities are firm on this matter. Maybe some dog behavior books from the library, or google searching, or even a trainer if you have the money.
i have dogs and they dont bite..why do people insist its in their nature?
its not okay for dogs to bite people...if you want a guard dog it needs to be trained properly!!...i dont let my dogs guard anything..ever..because of this reason right here!....i want my water meter guy to be able to come on my property..and not have to worry about getting bit and not sue the crap out of me..then have my dog taken away and killed...the dog needs to be muzzled or tethered if you let people on your property...if i owned a KNOWN biter dog and i failed to take it seriously and take ANY AND ALL percautions to ensure that noone else EVER got bit...i would feel pretty crummy when that dog gets someone in the face..or bites a child.. then the poor dog has to suffer because of it...i would AT LEAST put a lock on my front gate so noone can just walk on my propery....
1) check w/lawyer or insurance company. Since he has bit 2X, imagine if he bites the "wrong" person, they can put you in severe bind. Even if insurance pays, you will pay for it many times over.
2) Now that you know he bites (he's an animal so reasons won't matter), you have a obligation to keep him away from people or to not leave him unattended by an adult.
3) May not be "fair", may be "your land" but you are liable for his actions.
tough situation, as we had UPS sub driver spray pepper spray on our dog, he hated UPS drivers from that day forward. We had to put him up every time they came from then on. Other than UPS, he loved people.

Hay! I have worked with Rottweilers,GSD, And blue heelers. Since 1980. I have worked in Schuitzhund,Search and Rescue, Show ring. You basically have to protect your dogs from society. Sounds like hes doing his job...Put chains and padlocks on your gates, and meet people at the gate. One of the problems I ran in to with rotties is they would let people in But not let them out. I had a friend come home from work only to find the meter man cowering in the corner beside the meter and everytime he went to leave the dog would herd him back growl and bark. When the owner was present the dog was a goofy pup. It cost them a day of the mans wadges. No one was hurt....Now if that would of been a cattle dog it would of been a different story.. Right now I have an east german GSD. They were used to gaurd the fence line on the communist side. I live rural but not such a nice area. We have a 6" fence with the spikes on top all gates are double locked with chains. I need my dog for personal protection my husband works away alot...Hes friendly with who ever I let in. Basically me allowing them in is a que that its o.k. Having children would also cause me to lock the gates. People are steeling kids . I would be very happy to know hes doing his job...We never ever used a beware of dog sign. I did have an "Enter at own risk!!" The only way they could enter without me was climb the fence....I would also crate train all my dogs. My boys crate is in our bedroom. Dogs will protect there kids with all there life.
