The title says it all, please I need help. What should I do? Its been three weeks and he hasn't grown a bit and is now lying on the ground not moving

Can you take him to a vet? If not, place him in a warm, dark room in your house. Can you take a video of him, upload to youtube or vimeo, then copy/paste the link here.

I'm so sorry about your ducky .. just try to hold it and make it feel safe if you can't get it to a vet.

I'm so sorry about this!
Offer him some cool water with some honey in it, to help boost his energy. Offer his feed, too, and put them both right next to him, so he doesn't have to move to get any, if he wants.
It's possible he's just not meant to make it. Some hatchlings have a thing called failure to thrive, where they don't grow like the rest, and just eventually fade away and die. It's nothing preventable, most times. All you can do is make him comfortable, if that's what's going on.
