Young poultry don't always make good decisions about heat. They will sit under it because to them it's a mom. It's important to know the exact temperature. After about a week young poultry start to be able to regulate their own body heat. What's the temperature? How big is your brooder? Pictures? I personally would go by behaviors and raise the lamp.

Sounds like you really need to test temp on floor of brooder with thermometer,I don’t have a thermometer in there yet, I’ve been eye balling it to be honest.

Yes I’m going to go buy a thermometer for them today. I got so worried when I saw him pant so I’m going to raise the lamp higher up since we’re going on week 2 now and I’ll put thermometer on the floor of the brooder?
