I remember in the not so distant past Bucks Co. was a big farming area. My father-in-law's family and my brother-in-law's family had farms up there. Seems the more it changes the worse it gets..........................GOOD LUCK
 
In our town the petition for an ordinance was begun by a young teen. It took a couple of years and she kept her chickens in the process. Here's the link to a local new article. They've since dropped the need to register or collect a fee as there was no one to administer it.
As I read the rules that they have sent to you, I don't see anything about what is okay to own or not own in terms of pets. It seems that they just attached that line to the letter and that is their interpretation.

I wish you the best of luck in your meeting today. But keep in mind. The inspector may be wrong or thought the ordinance stated something it did not.. I had a case a few years ago where an inspector cited me for not having a fence around my pool. The ordinance said as long as the pool was higher than 48 inches no fence is required. He misread the ordinance and stated that it said any pool must have a fence around it. I took the ordinance in and sat down with the enforcement officer and the zoning department and proved I had a 52 inch high pool and therefore it did not require a fence. Go with an open mind and try to work with them. Take pictures of the coop, run and the chickens and show them they are pets and not some agricultural business. You may have to make them house chickens!?!? Guns blazing attitude as a last resort only.
 
All is okay... I don't want to into details so word doesn't get back to the complaining party. Discussion was very friendly with a very reasonable outcome.
