A pinioned bird has a portion of the wing removed which makes them incapable of flying.

A bird with it's wing/flight feathers clipped is only temporary. After they molt (grow new feathers) they will then have the ability to fly. Some birds molt twice a year.

I personally don't like the pinioning part but the breeder told me he prefers it over clipping because he has seen birds with clipped wings perforate an eye with a clipped feather and blind themselves accidentally when they preen. I don't want them to fly away and he assured me that they most certainly will. I want mine to be able to freerange with the others one of these day.
