The neighbor, while possibly rude, brought the problem to her rather than calling the cops or whoever. Or taking matters into his own hands. Her rooster is not a wild animal that just happens to live there and must be put up with. He is her pet and she is responsible for his well being. Which includes protecting him from ticked off neighbors. Or animal control or whoever might want to kill or relocate him.
If I was woken up at 2 am by your rooster several nights in a row, my unhappy a$$ would be on your front door complaining too. Just as I would expect you to come over complaining about my 2 am howling mutts. Which I don't actually have, because I keep their butts inside so they don't wake the neighbors.
It's called common courtesy. Angry neighbors make for an unhappy neighborhood. And unhappy neighbors can make life miserable. It's the OP's job to be a responsible pet owner and neighbor, doesn't matter what the pet is.
That's the kind of stuff that gets chickens (and especially roosters) banned from areas.
