For the time being, I would see about maybe creating a "safe area" for your chickens where they can not get to the property line...or moth balls. I know it seems like you are giving into their childish behavior, but I would not want to risk my chickens healthy and safety either! Continue to document...ect. Unfortunately I DO NOT think you are dealing with stable people here and THAT is really scary!!!!! Be careful and stay safe, but continue to make it clear to them that you are not putting up with this nonsense! They seriously need to get a hobby!!!!!

The officer today knows them sort of personally, through another person, and it seems they have a reputation for erratic behavior. He thinks this stems from their wealth. I will reconsider harassment charges, but so far, police just find it laughable or it is as easy as getting rid of the rooster. Done that. Hostility continues. I am more concerned at this point with the safety of myself and my chickens.

This is exactly why I suggested you get a lawyer. Cops (oddly enough) don't always know the law, and unless they catch someone in an act they KNOW they can charge and make stick, they don't arrest, but simply try and make it go away.
Your neighbors are bullies. Wealth or not, they're bullies and they're doing this to ENTERTAIN THEMSELVES. They will keep it up until they have worn you out and you move away, or until you get EXTREMELY tough on them. Yes. It sucks. But you can't reason with this kind of behavior.
Get someone to stay with you, keep your camera ON and recording as much as possible (then edit down to the pertinent parts) and get a lawyer now.

A simple cease and desist letter may do the trick.

But these guys won't stop until they are made to stop. And you've GOT to protect yourself and your animals.

Why I mentioned long ago about the cease and disist letter thats been wrote by a lawyer and has been handed to them like a summons and signed to know they got the letter that can be added to the documents that you had this said letter drawn up and they read the letter. Even get a copies of ordanices zoneing surveys and all that when you go to court again to show proof you are in the right and they are being rude hatefull dissruptful neighbors and that need to stop, I would not under any way say in court that they scare you since they will be there and only fuel there fire to you even more.

In my experience most police are utterly ignorant to probably 99% of the laws they are supposed to be enforcing... Most of the ones I have come across know maybe a dozen traffic violation laws, a dozen local ordinance violations and drug offenses REAL WELL as those couple of dozen laws generate local community revenue and get big brownie points with their superiors who get brownie points as well for generating revenue... And of course they know that things like theft, assault and the sorts are illegal, but most patrol officers are far from knowledgeable overall...

Wow, this has been going on for a long time. I so feel for you, Getting rid of the rooster didn't even slow them down. Do get a large fan to keep the fumes from the moth balls away from your coop. I do not have any advice for you as to how to deal with the people. I think you have gone above the "kindness" standards, by giving up your roo.I think I would not be so nice, if I were in the same situation. Koodos to you for being the better person
