Neighbor's dogs

I guess asking around until you find the owners and speak with them is your best option then.
With Covid-19 increasingly threatening the population and social distancing an important instrument to keep this pandemic somewhat at bay, I do not think this would be the right approach at the moment.

Pennsylvania. I don't believe they're strays, they seem well groomed and well fed.

Do they have collars? If they have collars with tags, you might be able to figure out who owns them.

If they have no id of any kind, then maybe you could put collars on them, with a note to the owner attached to each collar.

Or, if you take them to the pound (or the pound comes and picks them up) then if they have microchips, the pound can perhaps find their owners that way.

That's a good suggestion too. They have collars, but I've not noticed any tags.

Is there a way you can put hot wire around the area the chickens are in? Definitely call animal control and that they've been around before.

Animal control. I assume animal control would have a microchip reader and they would contact the owner. If the dogs dont come home, animal control should be the first place an owner would look.

Better not grab free roaming dogs of uncertain background as you might get bitten and do not even know if they have had their necessary shots including rabies on a regular basis.

There is a reason why animal control uses these special instruments to capture them.

I'll second this. How the dog behaves when its doing what it wants to do isnt necessarily how itll behave when you've caught it and its afraid.
