Welcome. You are referring to just the mulch from the tree stump and not the actual black walnuts. I did some quick searching and could find nothing that would deem the tree mulch and being harmful.

I came across an article that actually mentions using crushed walnuts as winter bedding for chickens! And in everything else I've read about toxic food/plants for chickens... black walnuts are never mentioned. I'm not an expert, but I would think that just the ground up wood from the tree would be of no concern.
