You might try this number to inquire if a permit is needed. It's for the NM Avian Protection Permits, not a Fish & Game number - there's a different number for different areas of NM, so I got the one for your area. If you're near Roswell, go visit in person so they can't put you on hold, LOL. If you are thinking of ordering from a hatchery, it would probably be good to be able to tell them what kind of quail, the hatchery you would be getting them from and what you are planning to do with them - in case that ends up being a question. Or they may not care a whit, and say you don't need a permit at all. I'd be pretty sure they don't allow gathering from the wild or releasing into the wild.Hi, Located down in the SouthEastern NM.
