the woman i got him from is a local turkey breeder and she said he was around 1 or close to two. she said he was a tom but from his actions im not convinced
 
It is a tom and it is young. Based on the size of his spurs, my guess is that he will turn one this spring. If he developed late, he may be closer to two but I cannot confirm this.
i like you answer! lol that what i was leaning towards because spurrs are starting. maybe itll just take him a while to get used to everything and establish dominance?

His behavior is probably due to him having never been a dominant tom. When the hens start squatting for him, he should know what to do.
