Once they have feathers and are hopping/partially flying many birds are suppose to be on the ground. They spend some time learning to fly while the parents feed them on the ground. Some of the definitions for the word fledgling actually say a bird that has grown enough feathers to survive out of the nest. If you find a bird at this stage you should leave it outside for the parents to care for.
