Albany city council was considering, but the mayor vetoed it. Now that I have a vested interest, I am going to try to get my hands on the exact ordinances, etc. - I'm somewhat torn between quietly keeping a few ladies in my yard (free range and fenced off and somewhat private area) and getting more vocally involved. I started reading on this site about well-worded ordinances and those that are too specific, so maybe when it's cold and the ladies are quietly tucked away in their rabbit hutch, I'll be more inclined to venture in those waters (and the chicken police are less inclined to wander out in freezing temperatures). I look forward to hearing about others in the area who are more informed and educated on the topic. I'd hope there are some additional grass-roots efforts to make this a more chicken-friendly city.
