That ordinance is pretty funny. According to section 8 it's unlawful to maintain "gods" in a manner so as to to disturb or unduly annoy the public.
Maybe the OP has some loud, obnoxious, barking Budha statues in her yard.
All kidding aside, it would seem that the ordinance doesn't say that one complaint gets your animals evicted. As long as they are maintained in a clean and nonstinky manner, they should be fine. I would think that you should be entitled to your day in court and not just at the mercy of a crazy neighbor and officer Dufus.
