If they do not have enough protein they decline. Layer feed does not have enough protein and they do not need the calcium during their molt. Put her on a 20% all flock feed and start giving her Poultry Cell daily (it has amino acids along with a many different vitamins and minerals).

You think 20% is enough or should I even go up to 22% for meatbird feed?

You could go with the meatbird if you wanted. I feed 20% year round, but when it starts to get cold I mix the 22% over the winter. I used to only feed 16%, but I have seen drastic improvement in overall health, molting and hardiness with the increased protein.
 
now i just give her the layer feed soaked so its easier to eat. yes i gave her some safeguard over a few days and it has been so long i dont even know last time she laid

her new pin feathers growing are mishapen, they are often curved and sometimes dont break the skin like an ingrown hair so i think its curious.
