One chick with bald butt

We have 27 chicks that are about 4 weeks old. This barred cochin has a gross bald butt. Our other cochins have feathers by their butts and no other chicks have the same thing. Any thoughts? If one had mites or lice wouldn't they all?

Is that poop on the bald area? Can you wash it off? Or does that crust adhere more like a scab? If it adheres stubbornly in spite of attempts to wash it off, I would guess it's a fungus. Try painting Blu-kote on it with a Q-tip.
