One year old cuckoo maran does not appear mature

Last February I purchased four cuckoo marans from cackle hatchery. One chick died within a week but the other three were strong healthy chicks and grew well.

Two of them started to lay late summer, somewhere around six plus months old. The third however seems to have not matured any since then. She still has a small comb that is very pale.

Right now none of them are laying consistently as spring hasn’t really hit yet and the daylight is still limited.

Is it possible that she didn’t mature before the light started to shorten and so was paused until spring? Or do some chickens just wait over a year? Or do some chickens just never mature?
 
All of the above. I've had chickens wait until spring and then lay massive amounts of eggs. Had a buff orpington that did not start to lay until she was 11 months old. Also had a little girl that stayed tiny. While my neighbor was watching my birds for the winter she laid one tiny egg. Never laid again and always stayed small.
